CIL; CENTER FOR INDEPENDENT LIVING
A CIL or Center for Independent Living is a local disability services organization. It’s mandate is to be a consumer‑controlled, community‑based, cross‑disability, nonresidential private nonprofit agency. By design it operates within a local community by individuals with disabilities to provide an array of independent living services, information, referrals and to be a valuable community resource.
♦ Serving persons with disabilities and their family is always the primary goal.
♦ Others services include providing Businesses, Government offices, Community Agencies and Organizations with information on the disability community like:
- Local, state and national disability laws and regulations
- Resources for people with disabilities
- Some CIL’s offer training or other services.

The ILRU Directory includes the contact information for centers for independent living and their satellites or branches for each state and U.S. Territory.
The ILRU (Independent Living Research Utilization) program is a national center for information, training, research, and technical assistance in independent living. Our goal is to expand the body of knowledge in independent living. We also strive to improve utilization of research programs and demonstration projects in this field.
ILRU is a program of TIRR Memorial Hermann, the nationally recognized medical rehabilitation facility for persons with disabilities. Established in 1977, ILRU maintains people with disabilities as the majority of the staff.
ILRU has developed a variety of strategies for collecting, synthesizing, and disseminating independent living information. Our focus is sharing information on independent living activities, both nationally and internationally. We serve independent living centers, statewide independent living councils, state and federal rehabilitation agencies, consumer organizations, educational institutions, medical facilities, and other organizations.
